The Hunger Games that year will start with the water turned OFF. Then, to spice things up, they’ll turn the water back on. This arena also includes the surrounding Clifton Hill area, where tributes can hide out with the wax figurines in the Movie Land Wax Museum. I just know Peeta would be into that.
